On 4 December 2025, ETI Bangladesh hosted a multi-stakeholder dialogue titled “Transitioning to Renewable Energy & Decarbonisation in Bangladesh RMG: Scoping recommendations for the new government.” The event was held in Dhaka.
The dialogue brought together 35 representatives from ready-made garment factories, global brands, financial institutions, government agencies and industry bodies. Guest speakers included Hasan Mahmud, Executive Director of Bitopi Group; Kamran Sadique, Co-chair of the BGMEA Standing Committee on Decarbonisation; Md. Minhazul Haque, Director of BKMEA; Mostafa Al Mahmud, President of BSREA; Sharif Md. Mahsin, SVP & Head of SME at NCC Bank; and Vidiya Amrit Khan, Vice President of BGMEA.
Participants examined current barriers to decarbonisation in the sector and identified priority policy actions for a transition to renewable energy. Key points centred on the need for clear and harmonised policies, the introduction of a Merchant Power Purchasing Policy, and improved access to green financing, including pre-financing mechanisms through private banks for Small and Medium-sized Enterprises (SMEs). The discussion highlighted the importance of a centralised data and emissions-tracking system to strengthen transparency. Opportunities in rooftop solar, energy storage and grid integration were also considered. A consistent theme was the necessity for shared responsibility among manufacturers, brands, financial institutions, energy providers and government.
The dialogue underscored the need for greater coordination across policies, financing instruments and technical support systems to enable a transition at the required scale and pace. Insights from the event will inform ETI Bangladesh’s upcoming policy and programme recommendations to support a more sustainable, just and resilient RMG sector. This work is part of ETI Bangladesh’s broader initiative on "Promoting Just Transition & Environmental Sustainability in Bangladesh's RMG Sector." A key aspect of this intervention is to formulate necessary policy and practice recommendations for key industry institutions, including the government, business associations, and brands.
